In a few cases when the %%CLICK_URL_UNENC%% does not work Google AdManager offers another variant. Google writes about this on its own help page: 

If the click tracker is a parameter of another URL, use the %%CLICK_URL_ESC%% click tracker macro. This macro creates an escaped version of the click tracker. Learn more about "escaped and unescaped macros" in Google Admanager Help.
